Decade of success for the Brazilian OAS Program: key achievements and announcements

The Federal Revenue Service held a seminar on Tuesday (10.12.2024) in São Paulo to mark the 10th anniversary of the Brazilian Authorized Economic Operators Program (AEO). The event was broadcast live on the YouTube channel of the Federation of Industries of the State of São Paulo (FIESP).

The Brazilian OEA Program is an initiative of the Ministry of Finance that seeks to provide greater agility and predictability to the international trade flows of certified companies. By meeting the strict requirements and criteria of the program, these companies are recognized as low-risk operators, which optimizes and facilitates their operations in foreign trade.

The seminar was opened by the Undersecretary of Customs Administration, Cláudia Regina Leão do Nascimento Thomaz, and the Deputy Superintendent of the 8th Fiscal Region, André Martins. Rafael Cervone, First Vice President of FIESP, also participated.

«Today we celebrate a decade of significant achievements. The AEO program, created by the World Customs Organization, was born to address one of the greatest challenges of global trade: balancing the speed of the flow of goods with the security of the supply chain. From its inception in 2014, we knew that the mission would be complex, facing technological, procedural and cultural barriers. It was a true transformation that demanded effort, strategic vision and, above all, public-private collaboration.", said Cláudia Regina Leão do Nascimento Thomaz. She added that the results obtained over this decade are a source of great pride for Brazil. "Today, the OAS program in Brazil is an internationally recognized model.«.

At present, 875 certified companies participate in the OEA Program in Brazil, enjoying more agile procedures that allow them to reduce costs and times in their foreign trade operations. These statements gave rise to the analysis of the achievements made over the last decade.

Achievements and strategic dialogues

During the event, strategic topics were addressed in panels and lectures. Points included:

  • Evolution of the OAS Program: An analysis of the program's achievements and impact in its first 10 years.
  • Tax Classification of Goods: Discussion on practices to ensure tax and customs compliance.
  • Supply Chain Security: Solutions to reduce vulnerabilities and promote trade integrity.
  • Customs Compliance: Strategies to promote collaboration between the public and private sectors.
  • Coordinated Border Management: Differentiated logistics proposals for authorized operators.
  • Technological Innovations and Artificial Intelligence: Applications focused on customs risk management.
  • New Import Process (DUIMP): Analysis of the necessary adaptations for economic operators.

The seminar also provided a valuable opportunity for virtual participation. Prominent figures including Ian Saunders, Secretary General of the WCO, and Lars Karlsson, one of the world's best-known customs leaders. In addition, the event was attended by public workers and specialists from the Federal Revenue Service, as well as from other entities and bodies of the public administration, such as ANVISA. Representatives from the World Bank, Procomex and leaders of the private sector, including representatives from Toyota and Foxconn, the latter recognized as the largest manufacturer of electronic products worldwide and a leading provider of technological solutions.

Recognition and key announcements

The seminar highlighted Brazil's leadership in this area, consolidating the Brazilian AEO Program as a model in the World Customs Organization (WCO). The designation of Cláudia Regina Leão do Nascimento Thomaz as diplomatic attaché in Argentina, reaffirming the Federal Revenue Service's commitment to efficiency and security in foreign trade.

In this context, the Customs Brokers Union of San Pablo (SINDASP) reiterated its commitment to collaborate with the Federal Revenue Service to create a modern customs system, strengthening Brazil's competitiveness in global trade.

Based on the above, the Federal Revenue Service celebrated a decade of reforms that transformed the relationship between the public and private sectors, promoting a model based on trust. These advances, reflected in the strengthening of the OAS Program, marked the beginning of a new era in trade facilitation.
