The General Directorate of Customs established the creation of the “Vaca Muerta” Customs Corridor to provide treatment "priority and speed" to imports destined for the construction of the Néstor Kirchner gas pipeline in Neuquén.
The measure, formalized in the Resolution 16 / 2022 and published this Tuesday (16.08.2022) in the Official Gazette, was anticipated last week by the Minister of Economy, Sergio Massa, within the framework of a package of measures for the hydrocarbon sector.
"The Vaca Muerta green channel is born, which will allow all equipment, machinery, infrastructure, which allows us to speed up the entire process of importing products, to have a particular and developed work with Customs," the minister stressed in a speech given within the framework of the Argentina Oil & Gas (AOG) Patagonia exhibition that took place in that province of the Argentine Republic.
Foreign exchange access regime
The package of measures for the Vaca Muerta green channel includes the regulation of the operation of the Foreign Exchange Access Regime for the Incremental Production of Petroleum (Radpip) – made official through the Decree 484 / 2022 – which guarantees the free availability of foreign currency for those companies that show growth in their production.
The regime seeks to give it a priority and speedy treatment to release such goods, and will channel temporary requests for import authorization and their eventual extensions through a specific procedure for this purpose through the Customs Procedures Computer System (SITA) of the Federal Public Revenue Administration (AFIP).
The streamlining of imports is based on the fact that “most machines, industrial structures, supplies and other elements come from abroad,” which led to the “need to implement agile and efficient processes that enable rapid customs clearance of the goods that comprise them,” indicate the recitals of the regulation.
Such requests must be accompanied by proof of the award of the work within the framework of the corresponding Public Tender, the lease contract for the goods to be entered and the Proforma Invoice containing the details and value thereof.
