AFIP issues resolution to promote the export of deforestation-free products

Following the ban on the entry and marketing in the European Union market, as well as the export from it, of certain agricultural and agro-industrial products from areas that have been deforested after 30.12.2024, a measure that has been implemented by Regulation (EU) 31.12.2020/2023 of the European Parliament and of the Council, the Federal Public Revenue Administration (AFIP) considered it appropriate to consider this EU decision, in order to differentiate Argentina from other exporting countries, thus expanding international markets.

In order to comply with regulations and promote the consumption of products from deforestation-free supply chains, Argentina developed a supervision system, via monitoring and control by geolocation of the lots under production, with periodic reports and "in situ" verification - Monitoring, Reporting and Verification System "MRV" - within the Sectoral Vision platform of the Gran Chaco “ViSeC”", which will ensure complete traceability from the field to the port of shipment and will be managed by the Rosario Civil Association Stock Exchange.

This platform requires information that must be provided by the interested parties, either by themselves and/or through the intervention of the competent bodies, for the purposes of issuing the “Deforestation-Free Product Certificates (CLD)”.

Thus, the AFIP issued the AFIP General Resolution No. 5533/24, which establishes a procedure for sharing necessary information:

Information 

The "Producers” of the products indicated in article 1 -except “Grain Derivatives”- of General Resolution No. 4.310 and its amendments that, pursuant to the provisions of the last paragraph of article 101 of Law No. 11.683, text consolidated in 1998 and its amendments, choose to share with the Rosario Stock Exchange Civil Association (CUIT No. 30-52641408-6) -the entity that administers the Visión Sectorial del Gran Chaco “ViSeC” platform- the productive information provided to this Federal Administration under the terms set forth in section “F – PRODUCTIVE INFORMATION MODULE” of Title I of the aforementioned general resolution, must select the option “Sharing IP data” of the service ““Simplified Agricultural Information System – SISA”.

Use of information

Once you have expressed your willingness to share the information, it will be made available without further ado at the Electronic Tax Address of the Rosario Stock Exchange, in accordance with the provisions of General Resolution No. 4.280, and for the sole purpose of its use. to demonstrate the traceability of origin of the grains produced and process the "Deforestation-Free Product Certificates (DFC)".

This Agency will enable access to the information referred to in the preceding article, through the "web" service supported by the technological platform and the user authentication procedure, solely as the entity administering said service, not being responsible in any way for the consequences that the transmission may cause and, in no case, will it ensure the veracity of the same.

Clarification on the provision of information 

The “Producers” of the products indicated in article 1 - except “Grain Derivatives” of General Resolution No. 4.310 and its amendments, may express their desire to stop sharing the information referred to in article 1, through the opción "Stop Sharing” available in the service ““Simplified Agricultural Information System – SISA”.

Validity and application

This general resolution comes into force on the day of its publication in the Official Gazette -29.7.2024- and will apply to submissions made within the framework of General Resolution No. 4.310 and its amendments, corresponding to the agricultural campaign 2024/2025 and subsequent years, carried out from October 1, 2024.
