ARCA incorporates RISE into VUCEA and streamlines procedures in the publishing sector

The Customs Collection and Control Agency (ARCA) incorporated the Registry of Imports of the Publishing Sector (RISE) into the Argentine Single Window for Foreign Trade (VUCEA), allowing importers in the sector to manage their registration certificates digitally, quickly and securely.

This is established by the General Resolution 5826/2026, published today (24.02.2026) in the Official Gazette, by which The incorporation of RISE into VUCEA is formalized, consolidating the control and monitoring processes for imports of paper and materials intended for the printing of books, newspapers, directories and periodicals.

The measure is part of the Single Window Regime for Foreign Trade, created in 2016 by Decree 1079, and seeks to simplify and digitize procedures, guaranteeing the interoperability of information between the Implementing Authority, ARCA and the participating foreign trade organizations.

Digitization and interoperability for RISE management

Currently, VUCEA allows the management of more than 400 foreign trade procedures related to import, export, and transit. The integration of RISE will be carried out through the LPCO Reception Service and its... Automatic validation in the MALVINA Computer System (SIM), which guarantees the domestic interoperability between both systemsIn this way, the registration certificate is directly incorporated into the final import destination processes. allowing the automatic application of the 0% import duty rate intended for the publishing sector, without manual intervention.

The resolution also states that The incorporation of RISE into VUCEA will come into effect within 10 days business days from its publication, and users can consult the procedural guidelines in the External User Manual, available on the VUCEA microsite within the ARCA web portal (https://www.arca.gob.ar), to ensure its correct implementation.
