Brazil and Uruguay are making progress in implementing the ACI in Chuy, the MERCOSUR land border

In the last days of March, authorities from the Federal Revenue Service of Brazil and the National Customs Directorate of Uruguay met in Chuy, within the framework of the Integrated Control Area (ACI), to deepen the institutional dialogue and advance in the coordination of the customs administrations of both countries.

Bilateral meeting

The meeting was attended by senior customs officials from Brazil and Uruguay, including representatives from the National Customs Directorate of Uruguay, of Brazilian Federal Revenue Service, and from the Ministries of Agriculture and Livestock of both countries, who analyzed the implementation of the ACI at the border.

Integrated Control Area

The Chuy-Chuí border crossing allows for integrated control of cargo, motor transport, local transit and tourism. It is located in the department of Rocha, Uruguay, and in the southeasternmost part of the state of Rio Grande do Sul, Brazil. as can be seen in the cover illustration. In this step, Integrated Control Areas (ICAs) function as physical infrastructures, where the control agencies of two or more countries unify their customs, immigration, and security services in a single location, optimizing operational coordination and replicating a model that can be applied at other borders in the region.

Cooperation and logistics

The region of Chuy has great strategic importance for the bilateral trade: Approximately 50% of foreign trade between Brazil and Uruguay crosses this border by road, with a movement of around 40.000 trucks per year. Trade in Chuy is predominantly agricultural and border-based, given its strategic location, local production activity, and tax dynamics between the two countries. Furthermore, It constitutes a relevant component of the region, complementing its economic and social role.

During the visit, the Brazilian Federal Revenue Service He presented the areas reserved for Uruguayan Customs, where officials from MGAP They are already working in collaboration with their counterparts at MAPThe National Director of Customs of Uruguay highlighted that the Adaptations for the installation of the Uruguayan Customs office will begin this month and the possibility of share images from the Brazilian scannerimproving risk management and reducing load parameterization.

Benefits of the ICA

According to the authorities, the joint action will allow progress in inspection, risk management and trade facilitation, also benefiting Authorized Economic Operators (OAS) by streamlining procedures and reducing logistical costs.

Brazilian attaché Onassis Simões emphasized that institutional dialogue contributes to strengthening the customs control, harmonizing procedures and facilitating trade, in line with the implementation of the integrated control model at the land borders of MERCOSUR.
