2025 quota for importing electric and hybrid cars closes

The Secretariat of Industry and Commerce awarded 22.998 new places for the import of electric and hybrid vehicles without tariffs, thus completing the annual limit of 50.000 units planned for 2025.

The measure was formalized today (28/07/2025) through the Resolution 295/2025, published in the Official Gazette, within the framework of the special regime established by the Decree 49 / 2025, which sets the Extra-Zone Import Duty (DIE) rate at 0% for this type of units.

Of the assigned units6.458 correspond to terminals with domestic production and 16.540 to importers. These are added to the 27.002 awarded in the first tender, thus closing the total authorized quota for this year.

According to the Secretariat in an official statement, a estimated schedule of income to the country, with the following details:

  • 13.500 vehicles between July and November,
  • 9.500 in December,
  • and 27.000 in January 2026.

All awarded models have a FOB value up to USD 16.000.

The ratifies the allocation criteria, defined in the Resolutions 29/2025 and 210/2025, prioritized applications with the lowest retail price and the closest nationalization date, to ensure greater accessibility and faster availability of units.

The call included various technologies of motorization:

  • Pure electric vehicles (BEV)
  • Conventional hybrids (HEV)
  • Mild hybrids (MHEV)
  • Plug-in hybrids (PHEV)

Amongst the awarded models are:

  • Renault: Arkana, Kwid E-Tech
  • Ford: Territory
  • Chevrolet: Spark, Captiva
  • Geely: EX5
  • Suzuki: Swift
  • Lynk & Co: 02, 06
  • MG: MG3, ZS
  • Changan: CS55 Plus
  • Great Wall/Haval: ORA 03, H6, Jolion
  • Chery: Arrizo 8 PHEV, Tiggo 4 HEV, Tiggo 7 MHEV
  • BYD: Dolphin, Dolphin Mini, Song Pro, Yuan Pro
  • BMW/MINI: X1, Countryman
  • Among other electric and hybrid models already approved.

To this end, the Directorate of Automotive Policy and Special Regimes, under the Secretariat, was responsible for the technical analysis of the applications and the preparation of the reports supporting this allocation.
