The Government redefines the Villa Constitución Free Trade Zone and authorizes two new Primary Customs Zones in Santa Fe

The National Government has reconfigured the boundaries of the Villa Constitución Free Trade Zone and authorized the creation of two new Primary Customs Control Zones in this strategic enclave, located in the southeast of the province of Santa Fe, on the right bank of the Paraná River and close to the border with Buenos Aires. Its location on the Paraguay-Paraná Waterway facilitates connections with Mercosur countries and overseas ports.

 In detail, the General Resolution 5635/2025, published today (14.01.2025/XNUMX/XNUMX, establishes the operation of the Villa Constitución Free Zone, covering a total area of 584.940,10m², according to him Annex I of the regulations.

In addition, the resolution defines the creation of new Primary Customs Control Zones, under the jurisdiction of the local Customs:

  • Primary Customs Control Zone One: with an area of ​​4.546,10 m 2 (details in the Annex II).
  • Primary Customs Control Zone Two: with an area of ​​50.298 m 2 (details in the Annex III).

Both properties have been officially designated as Primary Customs Zones, which strengthens customs control and operations in this important commercial hub.

It should be noted that, due to the region's proximity to other countries, the National Executive Branch, in agreement with the provincial government, established the free zone in this area in accordance with Law No. 5.142. Subsequently, the Villa Constitución Free Zone was established under Law No. 24.331 of 2017, which regulates the objectives, activities, authorities, as well as the applicable tax and customs regime. In 2000, the province of Santa Fe signed an Accession Agreement with the National Government, and that same year the Santa Fe Free Zone Entity was created, in charge of supervising the zone.

The Villa Constitución Free Trade Zone was officially enabled in 2017 by General Resolution No. 4.024, which delimited its specific boundaries. However, this regulation has been repealed by the new General Resolution No. 5635/2025, which immediately expands the limits of the zone and enables the new Primary Customs Zones. This modification is part of a commercial strategy aimed at regional development and the optimization of customs operations in the key area.
