New changes to the customs process: changes already in effect

In an effort to streamline and simplify customs procedures, the General Directorate of Customs implemented two important changes to current regulations on Friday (March 21.03.2025, XNUMX), aimed at improving the efficiency of export verification processes and the management of post-shipment declarations.

On the one hand, the General Resolution 5665/2025 General Resolution 1.399 of 2002, which regulated the participation of private entities in the verification of exports of leather and related products. This measure, which is immediately applicable, also repeals Resolutions 2.235/1996 and 716/1997. The main objective of this amendment is to reduce unnecessary delays that negatively impacted foreign trade, generating high logistics costs. The new regulations seek to optimize public management without compromising the control and traceability of exports.

Furthermore, the General Resolution 5666/2025 introduces significant changes to General Resolution No. 1.921 of 2005, which regulates the post-shipment declaration managementExporters must now register the post-shipment declaration in the MALVINA Computer System (SIM) in the event of discrepancies in the quantity of units or packages. In the first case, they must ratify it within five business days, while in the second, they may request modifications within three business days. Furthermore, it is established that failure to comply with these deadlines will be considered a violation under the Customs Code.

The new resolution went into effect on March 22, 2025, the day after its publication in the Official Gazette. It also applies to export destinations officially registered before that date, provided they still have pending post-shipment documentation, according to ARCA.

Based on the explanations of these regulations, both measures seek to optimize the efficiency of Argentine foreign trade, reducing costs and processing times, while ensuring greater traceability in customs operations.
